Louisville Parking Authority Selects
Block by Block

As
of November 1st Block by Block has diversified into the parking
facility management business after being selected by the
Parking Authority of River City to manage their North Sector
facilities. The Parking Authority of River City is the division
of Louisville Metro Government which is responsible for overseeing
the public parking facilities in downtown Louisville. The
North Sector facilities are comprised of five parking garages
and four surface lots totaling 4240 parking spaces.
Specific responsibilities of Block by Block under this contract
include the following:
- Staffing, training and managing cashiers and maintenance
staff
- Collection of revenues for all facilities
- General maintenance and maintenance management for
all facilities
- Parking enforcement

The
management staff of Block by Block is excited about developing
our working relationship with the management staff and parking
patrons of the Parking Authority of River City. This opportunity

serve a new facet of urban districts throughout the United
States.

About the Parking Authority of River
City
PARC was established in 1980, as a non-profit organization
and today is an integral part of the Louisville Development
Authority.
The affairs and business of PARC are conducted by the Parking
Authority Commission, a board of eleven members. This Board
consists of four citizens of the City of Louisville, who
are appointed by the Mayor and approved by the Board of Aldermen.
These individuals are selected from a list of three names
submitted by the following organizations: Greater Louisville,
Inc., Louisville Central Area, Greater Louisville Central
Labor Council and the Louisville Urban League. The Mayor
or his/her designee, the Director of Finance and Budget or
a designee, the Director of Public Works, the President of
the Board of Alderman or a designee, the Chairman of the
Economic Development Committee, the Director of the Louisville
Development Authority and the Deputy Mayor for Development,
also serve as PARC board commissioners. In addition, two
Ex-Officio's that are appointed by the Jefferson County Judge/Executive
and the Governor of the Commonwealth.
Recent efforts to better serve the public include the purchase
of state-of-the-art revenue control equipment with installation
scheduled in 1999. This equipment will not only ensure the
collection of all revenues due the Parking Authority, as
well as providing the utmost in customer service for downtown
patrons.
Private parking operators who contract with PARC, currently
operate all PARC parking garages and lots which includes
nine parking structures and three parking lots. PARC is responsible
for overseeing and monitoring the operation.
