Cleveland Alliance Selects Block by Block

Starting
on March 26 th the Central Business District of Cleveland,
Ohio will begin receiving specialized services to improve
cleanliness and the perception of safety. After an intensive
evaluation process the Downtwon Cleveland Alliance has selected
Block by Block to implement and manage the new Safety and
Cleaning Ambassador Program.
A
staff of approximately 60 total Ambassadors dressed in highly
visible uniforms will be on the street providing a wide variety
of tasks to improve the downtown environment.
Safety
Ambassadors will patrol the improvement district on foot and
bicycle providing hospitality to those who live, work and
visit downtown. As well, the highly visible Safety Ambassadors
will serve as a visible deterrent to unwanted activity and
address quality of life issues, to include panhandling, loitering,
and any other issues impacting the perception of safety. An
off-duty Cleveland police officer will be on staff during
the hours Safety Ambassadors are on the street to provide
support to the staff as they deal with the wide variety of
issues common to providing safety related services to a large
urban area.
Members
of the Clean Team will provide a wide variety of services
to the downtown core. Basic day to day cleanliness issues,
such as litter and graffiti, will be addressed. At the same
time a wide variety of special projects will be undertaken
to improve long neglected issues such as overgrown and cluttered
tree grates, stained sidewalks and unsightly public fixtures
and amenities such as news paper boxes, utility boxes and
light poles. Cleaning Ambassadors will also be trained to
deliver superior hospitality and have an understanding of
the variety of safety related issues, which should be dealt
with by the Safety Ambassadors or the Police.
A
very exciting element of the downtown Cleveland Services Program
is the focus, which will be placed on Social Service Outreach.
With the implementation of the staff a trained social service
outreach professional will be on staff and will be dedicated
to interacting with the homeless of downtown and assisting
these persons with the process of gaining assistance from
a wide variety of agencies. The Social Service Outreach professional
will be able to provide basic case management for the homeless
and transition them from the streets of downtown Cleveland
into programs where they can be provided with shelter, food,
job assistance, vocational training and substance abuse rehabilitation.
This approach has proven to be extremely successful in other
Block by Block cities.
The
working staff will be supported by a wide variety of staff
positions to include dispatchers, working Team Leaders, an
Operations Supervisor and an Operations Manager, who will
provide oversight and direction to the program.

the Downtown Cleveland Alliance
The
Downtown Cleveland Alliance is a non-profit advocacy organization
of downtown Cleveland , which was officially formed in January
of 2006. This organization operates under Ohio state legislation,
which allows collective groups to form Special Improvement
Districts (SIDs) for the purpose of bettering their geographic
business area, by providing a wide variety of services. The
organization is funded by a special assessment on the value
of property within the district service boundaries. Oversight
of the Downtown Cleveland Alliance is provided by a 21 person
executive board comprised of volunteer leaders from the downtown
business community. The District parameters extend, in general,
from West 10th Street to East 18th Street and from just south
of the Lakefront to Carnegie Avenue .
